Graduated in economics from the Instituto Superior de Economia, post-graduated in European Economics from the Universidade Católica, and holds a master's degree in Economics from the Universidade Técnica de Lisboa.
As a lecturer, he served as an assistant at the Instituto Superior de Economia e Gestão, as a guest professor at the Instituto de Estudos Superiores Financeiros e Fiscais and Nova – IMS (Universidade Nova de Lisboa).
He was Secretary of State for Health in the XIX Constitutional Government and Secretary of State for the Budget in the XVI Constitutional Government. He also held positions as director-general and president of various entities, namely: Directorate-General for Budget, Institute for Financial Management of Social Security, Central Administration of the Health System, Audit Committee of the Calouste Gulbenkian Foundation, Fund for the Revitalization and Modernization of the Business Fabric. From 2018 to 2022, he was President of the Audit Committee of Banco Montepio.
He is the author of several articles and books in the areas of Public Finance, Macroeconomics, and Public Economy.
